It's a pair of thinning shears for hair cutting by Hitachi. They have a flat side, and a toothed side for easy thinning. They've been gently used and have no major scratches or damage, but there is a but of rust on the end of the toothed side. See photos for pictures of rusting. They come in a leather protective case, with Velcro closure, and plush inside.
