Fun and fanciful neon yellow/green tutu skirt by Circo. It's made of fabric that's a mix of neon yellow and neon green. Very similar to a classic glowstick in terms of shade. It has three tiered layers of tule that are slightly ruffled. The skirt is also fully lined. Great for parties!
